It is the official spelling following the rules of the Dutch language union. On this site: http://woordenlijst.org/, is the list with official spellings and syllabification. About "maan" it says the following: "maan, de, ma·nen, maan·tje", where "ma·nen" is the plural and the dot indicates the syllable break.
In fact this is a regular plural, as the a sound in maan and manen is exactly the same. In Dutch, in so called "open syllables" (a syllable without a consonant in the coda), a vowel wil be written only once, while the same sound in a "closed syllable" (a syllable with a consonant in the coda), is reprisented bij a boubled vowel letter.
This is to avoid to classes of vowel sounds being represented bij the same (combination of) letters. The vowel in maan is often called a "long vowel" (a term that is widely used but not very accurate). There is also a class of so called "short vowels" in Dutch. The vowel in the word "man" (man) belongs to this class, and has the plural "mannen" (män, "man·nen" (from the "woordenlijst" again), has a doubled consonant letter to make sure the coda in the first syllable has a consonant. In IPA these words are represented as follows: man /mɑn/, mannen /mɑnə(n)/, maan /man/, manen /manə(n)/
