I don't think so. While it's possible to say "en hemlös" and "flera hemlösa", the word still an adjective since "hemlös person" is implied. The same goes for "rik", "fattig", "outbildad" and many similar adjectives:

De rikas förmögenheter och de fattigas skulder ökar.

De outbildades situation på arbetsmarknaden förvärras.

Actually, of course, adjectives are commonly nominalized. I have a hard time argue that there are any adjectives that can't be nominalized (at least with some good effort). However, if it is meaningful to add these could be up to debate. What I can see they are not automatically disqualified by the inclusion criterias, while I notice they (homeless, rich, poor, uneducated) are not added as nouns in the English language version of Wiktionary either, even though the English language has a corresponding relation between adjectives and nouns. ~ Dodde (diskussion) 2 januari 2015 kl. 04.49 (CET)
